To be too hard on someone is to treat them in a very strict / severe / serious way that overwhelms or upsets them and a way they don't deserve / they can't cope with.
It can be used with the present or past tense, not very often with future / isn't used with the future tense.
Let’s have a look at some examples:
You're too hard on your son, he's only 12 - he's still learning.
I think I was too hard on the new guy, he doesn't know how things work around here yet.
